I already had 2 step layers, and just got some more at the bottom. My hair used to come down abt 2 1/2 in under my shoulders, and now it is just abt 1/2 in under my shoulders. ...What should I do?

There's nothing you can do unless you want to cut it shorter. You either need to wait for it to grow out or get extensions put in... I know that's not much help, but really there's nothing you can really do after you cut your hair other than cutting it more or letting it grow out.

That depends on what you want to do. If you're trying to make it longer, get some hair extensions or a wig. If you want to shorter just have someone else cut it the way you want. Or you can simply wait for it to grow out.
