How can you get smooth & silky hair?

I already tried the whole dry hair %26amp; shampoo,

Doesn't do any good.

I have natural straight hair, but ever since I layered it, it goes curly now.

and i straighten in with a flat iron and stuff.

and it turns out to be dull and frizzy.

If a DROP of moisture HITS my hair, it goes... curly, because of my layers.

Any suggestions?

a good conditioner and shampoo with added shine, you probably have long layers, short choppy ones might work better, or try a straightening shampoo (herbal essance dangerously straight) when you use the straightening iron mae sure that you use a serum or cream for straightening, this will help retain mosture, also going from wet hair to dry-straight hair sucks more mosture, than straightening dry hair with a cream

it might sound weird if you've never heard it before but it does work. buy a jar of mayonaise and put it on your hair as if it was conditioner let it sit for about maybe 10 minutes or so then just wash it out in the shower. it also could be your flat iron. maybe your setting is too hot for your hair. i have fine straight well kinda wavy when it wants hair as well and when i straighten it out depending on my hair dullness at the time it will get dried out so check you setting on the flat iron as well. let me know if this helps :-)
